Need of national drug policies.

for the first time in world history a drug controller poly is brought back in mid nineties. I would like to dedicate its credit to the Professor senaka Bibilie. Many dont know about this character but his vision was not only aimed the Sri Lankan people. The real effect which can be made by a fully legislated policy, could have make a big difference in today competitive drug market. According to the policy the drugs are should be in high standards. The quality of the drug is not be determined by the producer or the country which the drug is produced. With a equal quality of drug production there is no urge to write a brand name on a drug and put a extra expenses on the innocent patients. According to the plan the a drugs's generic name can be only used in pharmacies, clinics and in hospitals. So the drug producers are passively forced to print the generic drug name without printing a brand name on a drug. Then An every country can establish a Central Drug controlling agency (CDCA) by the agency can determined and control the drugs which the country produce and the drugs which import from another country. By this agency every country gets the power to distribute drugs only with generic name. So the generic named drug prices will be very low in price than the branded drugs. This policy completely aimed the people who are living in the developing countries. In these countries the annual income of a person is low. What Professor Bibile wanted to do is reduce the drug prices and ease the lord on the people. Governments took the responsibility to make the policy active. But the developing resistance from foreign drug companies through foreign governments and direct influences on the health sector by those companies made the project one of the weak projects. Even WHO has no clear view of this policy. Who doesn't define in which side are they working. (In the peoples side or in the private health provider's side ). In such a sad background of impossibilities of direct decision making by governments, national health policies and world health organization made the golden theory a useless one. But even for today we are not late to activate the bibile's drug policy and give benefits to people. This idea should be conceder and re conceder by the  authorities. In such a day these good ideas have a real place national health systems will be far better than the current health care facilities.
